I beg to report that I have had six years training - training in a Merchant's Office before entering Government Service and I was regularly taught the system of Commercial Book-Keeping. I am able therefore to conduct personally the Audit of this department's accounts. Having practical acquaintance with Audit work, it is comparatively easy for me to ascertain that the work is done properly by my Subordinates.

It is not necessary, in my opinion, for the Auditor General to make a personal Audit of the accounts of the Supreme Court. There are other departments which are of far greater importance than the Supreme Court and my whole time would not suffice if I had to personally audit all the more important departments of Government.

I have frequently been to the Supreme Court to ascertain by personal inspection that the Auditing of Accounts is properly conducted. The accounts have been audited since the beginning of 1879, and this is done regularly every month.

So far as expenditure is concerned, I think the present system of Checks will prevent any Officer of the Court from appropriating monies that have been paid and brought to account. Every item is checked under the present system.
